Yep, it's called phalloplasty and while it doesn't quite function like that it can look similar and help get rid of bottom dysphoria for some people. I'm personally not a huge fan of how it would look on me so I'm planning of (if I get bottom surgery) to get what called metodioplasty which it has a couple different versions but the one I want just releases the clit from. The surrounding tissue so it sticks out more
