I saw something just now and want to share. I just got out of my work to buy a quick lunch, and walk past some stairs in a plaza area. I saw a young woman maybe just college student wearing skirt and sitting on the stair eating her sandwich lunch. But because she had her legs up, she was unaware she was showing her panties. But then I saw a middle age man right in front of her, using his phone to take photo or video of her.

I cannot be sure of course but seems to me this is what he is doing. I feel a bit angry and wanted to go to the woman and let her know about this, but I am too shy.

Like th1 said, don’t do it yourself but report what you suspect to someone that can do it! But it may also be she knows what she is doing and it is on purpose knowing he is taking photos

It is pretty rude to record someone without their permission whether someone is showing part of their body or not. Was the man pretty open about recording her or was he trying to hide his recording at all? Your anger at his rudeness is exactly right. Whether you do anything is a tricky choice and does depend on one's personality. Do not be too hard on yourself by not tell her someone was recording her or telling him he is being very rude. Many people would not even if they are angry like yourself.

In my opinion, you should just let it go. If not, don’t do anything yourself, find a mall cop and report him.
